FBD have no fuel and can't move ??

This unit is NEXT to its HQ and is on a green hex. The problem is is can't move (or won't).

Is this due to no fuel???

In either event what to do ??

As an aside, to get the NON FBD repair units to fix where you want (usually up to 30 hexes away after a few turns) do you just allocate it to a HQ that is said 30 hexes away and eventually it will get to within 5 hexes of that HQ?

In either event what to do if not ??

does not require fuel so something else may be wrong.
