Terrain around Leningrad

K-62 and me are testing new home rules.
One of them is: when a unit moves in a swamp or in a mountain, only can move two hexes. Ok.
But wé´re arguing about the terrain in Leningrad. In the zone at one hex in the south of Leningrad, all the terrain is “rough”? Or only the terrain marked as “swamp”?

We ´re playing as “rough”, and tanks only can move two hexes, but Í´m not sure.

What do you think about this, folks?
