Does being understrength affect a unit's morale? If so, at what point does the effect start and how does it progress?

If you are asking if an idle, understrength unit loses morale, I cannot answer that definitively.

However I did find some things in the manual that may shed some light on the issue.

In the manual (p 281), there is a chart that shows that more seasoned troops get extra morale recovery. So, if a unit has some experience and does not receive reinforcements (that are likely green), it seems to me that they will recover morale quicker than if they do receive reinforcements that have a lower experience level.

In the manual (p 285), there is a chart that shows morale loss due to hunger. If supplies are tight at the unit's location, adding reinforcements may make food deliveries insufficient and cause a morale hit. I think this is a very rare situation (where adding strength will create a 'food' supply issue).

In the manual (p 298), there is mention of morale loss due to combat results. Specifically, if a unit is dealt a 'Retreat Hit' or a 'Pinned Hit', they will lose extra morale. This is a place where it seems having a full strength unit would, in fact, preserve morale by not being quite as likely to be subjected to either of these types of hits.

One other thing (from p282), robotic forces always have morale 100 so none of this applies to them.

I hope this is useful and I hope others will chime it with more information.
