[1.0.4.1] Ambassadors always in transit

I noticed when I left personal location to the AI, that I NEVER had ambassadors in any other empire, everyone of them was always in transit. I could fix it temporarily by ordering them to a specific empire, but in a year or two, they would all be stangely all moving to the same empire again, and then away from that empire, etc. etc.
