Leningrad Front HQ - unable transfer out of Soviet Reserve TB

The Leningrad Front HQ was lost but came back in the Soviet Reserve TB. Its back to full TOE and it has been there several turns. There is no option to transfer to the MAP.

Do you have a save you can attach? Has it been 5 turns? Not sure, but there might be some time delay.
