This one was already reported but I can't find the thread.

This is impossible to discover any 1945 tech level. Whatever labs you are putting, the progress is blocked at 275 days !!!

So, in fact, it works. But it is only on the fourth turn that a gain was made.
1945 tech is very slow.

Not sure I will have the correct bomber range for Saipan.

It's correct. The chance is just very low in 1944.

There is a catch all of minimum 4% chance per investment.

As you go up in years it becomes harder.
