First I just thought, oh, that's unfortunate... than I checked the empire list via game editor...

2 different pirate factions side-by-side... I could live with that.
6 different pirate factions around the galaxy... hmm, well, as long as they all have only one SSP...
2 different empires, twice... now it get's tricky...
another empire with exactly the same flag as your own empire and same color... ok, now that's definitely no coincidence anymore, that's just... keep it nice...

While it's definitely an improvement, 21 empires are still sometimes barely distinguishable.

But at least there is a measurable difference

Multiple empires, as of now 21, are difficult to display in a way that makes them distinguishable at a glance. Adding borders could help.
