Both sides have Army Group and Army level command points capacity problems.

For exapmle Army Group North with 16 and 18 Armies from German side and Western Front from Soviet side.

What is better:

1. Have Army with 50-100% overload
2. Change OOB. For exapmle: detach some Corps from 16 and 18 Armies to Army Gropu North or detach some Armies from Western Front to Stavka.

its all a trade off but the information and worked examples in 15.5.3 give you the building blocks for your decisions. Also 15.5.4 is important as it shows the impact of distance so a corps reporting to a distant AG HQ is going to do worse than if the AG HQ is close by

having said that, especially for 'assault' Army/Fronts you need to get all stages of the chain under command capacity or you lose the benefits for CPP regain
