Italian war declaration

Historically, Italy declared war on France and England when Mussolini was correctly convinced France was on the verge of collapse. His declaration was not based on a specific date or the position of German units in France. In this game this most closely corresponds historically to a very low French national morale( probably on the order of 10%). What is the rationale for the current trigger of an Italian declaration of war?

I think there are a couple triggers. When German units are within 2 hexes of Paris I think Italy will mobilize more + a % per turn after Jan 1, 1940. I think we would need Bill to answer this ... I'm still waiting for a manual that explains ALL the game mechanics ....

Italy's mobilization is affected by a variety of factors, meaning that their actual entrance into the war can have an element of unpredictability in it.

After Poland has fallen, every country that surrenders to the Axis will move Italian mobilization 3-5%.

German offensives in the west from January 1940 will impact Italian mobilization as follows:
- the surrender of Belgium (3-5% mobilization)
- every turn there are 2 units within 3 hexes of Paris (5-10% mobilization)

Additionally, from June 1940 Italy will be automatically mobilizing 3-5% per turn.

Other influences will be the Allies abandoning positions in the Med, and any preparations to invade Italy, or any Allied declarations of war which would increase it by 5-15%.
