The AI and transferring forces from reserve

How come there is no delay for transferring divisions that just arrived on the same turn in a TB (in this case the reserve) for the AI? I can understand giving the AI teleportation capabilities and various other AI-only mechanics, but I expect it to at least play by the same core rules like transfer delays...

do you have a save example, so it can be checked/confirmed?

Sure. And some images.

I advanced the turn to 4, noticed an outrageous increase of on-map Soviets, reloaded my last turn 3 save and switched on human Soviets.

Truth be told I've noticed dramatic changes of on-map men (and a largely empty reserve both on the current turn and at the end of the previous turn) when playing against the AI since release but only now did I get the sense of taking a closer look.
