Title. It seems like a bug as the fighter variants of all the other weapons - even torpedos - do have some intercept targeting bonus on them.

This essentially means the fighter variant of those early beam weapons (up to including Shatterforce one) will most likely end up completely useless because of the high countermeasures value of all the missiles and other fighters.

If it's not a bug and intended then consider this some sort of PSA.

But considering that the Phased Beams do have 45% intercept targeting - which is rather high among weapons of the same tier - it's probably an oversight.
