Jefferson City Surrender

When playing the Confederates, the garrison in Jefferson City apparently surrendered while still at strength 4 the end of the second turn it was attacked. Is this normal?

Yes, the Missouri State Guard will automatically surrender to the Union AI in July 1861 if it has not already been defeated by that point.

Strange, my first foray into the game the National Gard took four turns to fall! After the strength points were knocked down possibly bellow 4, they were reinforced during the Confederate turn. Partisans are are also doing the same. Maybe I have a missing script?

You are not missing any script. The automatic surrender of the MSG only applies when the AI controls the Union. If you are playing the Union you will have to reduce them to strength zero yourself.
