Special Assignments for Leaders

Allow a player to send any leader on a special assignment as a one-turn advisor. This could be enabled either by stratagem or at a significant PP cost or both. Of course, there would be a few Cr cost too to cover special assignment pay.

For the turn of special assignment, the leader's current post is vacant (with all the associated penalties therein) and the leader acts as an advisor to another leader. At the start of the next turn, the leader returns to his/her regular job.
