Units defending in Heavy or Light Urban terrain receive a doubling of their Combat Value when determining the winner and loser of the battle. This doubling is in addition to all other modifiers.
These effects can be summarized as:
■ Infantry elements double their CV in Dense terrain.
■ AFV elements halve their CV in Dense terrain.
■ Infantry elements quadruple their CV in Double Dense terrain.
■ AFV elements quarter their CV in Double Dense terrain.

To unravel all this first on has to know which combat value - presumably DEFENDING.

So:

luckily the infantry unit (8-16) will thus have a CV in a city of 32.
Both armor units would both defend at 23. So in this case the infantry unit would be almost 50% better at defending than armor....

I have not got to "double dense" yet because there is another factor.....


Part 2

We are left with "unknown unknowns" as it is not stated to my knowledge as to what these "all other modifiers are".

Can I ask to those that have perhaps gained some idea how to make these "unknown unknowns" at least "known unknowns" from a game point of view what these roughly turn out to be? One that becomes immediately obvious is that units DEFENDING in city terrain in winter are essentially impregnatable

Second on that is German infantry will be exhausted if they managed to get near the front line (due to movement costs). By the above all Germany has to do is "stack the cities" or fortify them in 1943 etc ( in winter) and wait for the Soviets to just impale themselves on a reversal of Moscow 1941.

Hope this leads to some interesting discussion.

Light Urban has a +12 defense modifier
Heavy Urban has +16

I don't know what these mean but it can't be good for the attacker.

However, these fall to +3 and +4 respectively if the hex is isolated, which brings it back to more like cities (+2) and mountains (+3). Thus I think you need to surround a city first.

I presume that you can take these hexes, though the new rules to prevent multiple attacks on an urban hex will slow things down a lot.

I'm off to Moscow next week, so I'll let you know how Model gets on.
