anemic "defenses" seem almost worthless for cost of 200

The "defense" units on the coast seem next to worthless except to prevent the aggressor from just walking in; they don't really stop the aggressor:
they are only 5 sp
you cannot increase their sp above 5
they have no AP so you can't move then out of the way
you cannot add infantry regiments, brigades, divisions or corps to them to "beef" them up

I am a newbie but I don't see in the manual that the engineers help them.
"fort modernization" doesn't increase strength, only properties

I am a little confused by your phrase " defence units". Do you mean the forts ? If so forts tech 1 and 2 do indeed improve their survivability and their damage oitput.

If you mean the Brigade strength units you get for free in Texas these can be moved if desired.
