Upgrading planes

I have a squadron of Claudes in Truk that I am trying to upgrade to Zeros. The unit card says I can upgrade and I have 27 Zeros in the pool. Two turns later and they still haven't upgraded. Am I missing a step or some other requirement?

Supplies? Airbase Size? IIRC minimum 20k and size7.

A trick, if 20k isn't available, is to transfer the unit in question to a 20k base.

Truk will never be a level 7 airbase, so nothing can upgrade there. Well, almost nothing, I think some float planes can.

Not true, with the proper air HQ you can upgrade at Truk.
