DE 105 - Refloat Virginia in MP a definite NO

DE 105 gives the Southern player the option of buying the Virginia for 100MPP for two turns, its placed in Norfolk. Its a definite NO the North just surrounds Norfolk then amphibs in takes Norfolk & reduces the Virginia. When you try to escape its surrounded adios 200MPP for nothing.

Although it would be at odds with history (the Merrimac being repurposed at Norfolk Navy Yard) the Confederate player should have the option to place Virginia in the port of their choosing if Norfolk is threatened. It invites gamey moves when the other player has that kind of advance knowledge.

Correct. It only saves 75MPP and time I guess. I haven't seen any reason for the South buying Ocean Naval units at this point, river units yes. I guess you could argue you could protect Norfolk with 2 units but there are 6 Southern port cities with the super weak forts, the south just doesn't have 12 units to spare nor 2 really. Even if you protect Norfolk with 2 units the Virginia is trapped, makes zero sense in the game to say yes to DE 105.
