I was curious what is meant exactly by refocusing here towards the end of the report:

"-I don't know what was the logistic situation of Ralf - but he didn't build these truck stations and rail stations ‘one hex off the road’ to avoid refocusing - this might have forced him to build larger amounts of logistic buildings - which tied more workers in logistics. "
