[1.11.08] Bug: Accidental Infinite Strategem Pack generation

Version 1.11.08

Whenever your civilisation level goes over an integer number, you get a fate strategem pack with some very powerful (but non-scrappable) cards. However, this can be repeated if you reduce your civilisation level.

This is extremely easy to do, to the point where I think I will breach civilisation level 4 three times without trying in my current game. In short, whenever you conquer or create a new zone, it will usually have a very low civilisation score, so your empire civilisation score will drop substantially and immediately. If this happens when your civilisation score is only a little bit above an integer value, it will drop below the limit, and when the new zone is built up, a new strategem pack can be generated.

The attached png file can be renamed with a .se1 extention. Ending the turn might increase the civilisation score from 3.9 to 4 (although it might take a turn or two). I dropped the civilisation score by annexing Ergrange, but both the graphs and my current demand to increase my civilisation score to 4.3 I expect it to drop again when I capture Oloron (due to damage due to the capture) and/or when I found a new zone to exploit the metal deposits in the Mazonion ruins in Badenberg.
