A. One order:
When you order a colony ship to be built at one of your colonies, you can order 1. Colonize xyz before it's finished. Once built the colony ship performs an automatic Load colonists at abc, with abc being the colony/spaceport it was built at, before fulfilling the 1. Colonize xyz order.
No order queue is necessary. Just make it possible to give the unfinished colony ship a colonization target and and load the most suitable race of the colony where the shipyard is located. No search for another colony. [rephrasing, should finish sentence in one go
B. Two orders (queue):
Same as above except for not one but both orders being manual: 1. Load colonists at abc and 2. Colonize xyz.

(M) 2. Colonize xyz
