El Paso undefendable?

In my recent MP match as the Union I immediatly shuffled the Str.5 Cav you get towards the western theatre and then forcemarched it down. I even stopped 1 turn for repairs because initially I only wanted to prevent him from taking the mine.

But on August 23rd 1861 I marched into an empty El Paso. Zero units of my opponent.
Without the repairs it would have been 1 turn sooner.
He said there is a 50% chance for units to spawn at some point. Maybe those should always spawn b4 Union can reach El Paso?

I tried working out the fastest this sort of thing would be possible using the Denver garrison, I think I got there around October. Really didn't think August was possible, great catch!

I also experienced in my MP as Confi a strong Union rush down with troops I assume are meant for Missouri - I was lucky that a troop was popping up (5er cav) at ... Mesilla? - not sure if that would stop a full rush southwards as another cav but thankfully I moved another 5er cav to El Paso very early in the game - but yeah - a creation of a garrison (or one of these silly forts?) on el Paso e.g. if a Union soldiers moves over the "border" would be great to prevent cheeky moves like that.
