Fate strategem question

Maybe it's m imagination but there seems to come a point in development where I stop getting Fate Stragem cards unless I conquer another territory.

My two questions are 1: is this by design

2: if it is not by design, is it possible to adjust the priorities of a particular government department to generate these strategems.

The reason I ask is that, in the early game, I often take risks with danger/fear/unrest levels to generate fate points to help accelerate the development of my regime. If the drop in fate strategems later in the game is by design then in makes all the
cards used to generate Fate points pretty much redundant.

I've looked through the manual but can't see anything about this.

5.6.2.1. fate PoInts (fP)
This abstracts your personal interventions and your twisting of the fate of
your empire. They can be used to play Fate Stratagems. Those and these
points can be acquired by conquering Zones (minimal 10,000 Populace)
and by gaining new Tech, Culture or Admin levels

Ah! Thankyou for the reply. For some reason, I must have missed that section in the manual.
It seems as if it's working as it was intended so onward to conquering other regimes :D
