Why does the AI create AD's with no flying planes?

Why does the AI create AD's with no flying planes?

Yes, there are groups assigned, but no planes which will fly in the group.

Is it because it does this in sequence?

(1) Plan ADs

(2) Assign groups (oops ... no planes)

(3) No iteration back to step #1

???
