I like your rule making naval units cheaper (that is, giving extra build points for them), although I do think that maybe it should only be used for construction, not repair. However, I think the US should get it as soon as they get Gear Up, not War Appropriations. Gear Up has always struck me as representing the Two-Ocean Navy Act in July 1940.
I thought I knew how to play this game....

For non-neutral MPs and for the USA after US entry option 22, "Gear Up Production" is chosen, match for free each BP spent on Warships (i.e., CVs, CVLs, BBs, CAs & CLs only) builds (1st & 2nd cycle). These free BPs must be used during the same turn and also for Warship builds or repairs or are lost.

House Rule Updates:
(1) House Rule 12 (Global #15) modified to include the condition that if <2 chits in US German/Italy entry pool than Germany will reject Soviet demand on Bessarabia in addition to rejecting if modified D10 roll > 10.
(2) Added House Rule 13 (Global #54). While France is still active (i.e., not Vichy of Conquered), if Italy declares war on the CW or France they must declare war on both during the same impulse.
(3) Added House Rule 15 (Global #55). While France is still active (i.e., not Vichy or conquered), if the CW or France declare war on Italy both must declare war on Italy during the same impulse.
