Port stacking limit

Consequence of the fix for:
FIXED Moving large fleets port to port ****

I have a port with two ships inside.

I can't move a big stack of more than 3 ships to this port. Perfect, that was the correction expected.

But, there is a bad side effect now. We can't move a stack of 3 ships inside this port with 2 ships. It says there is a limit of three ships. Don't think this is the intent.

For your information, there is a workaround. Move ship one by one, it seems there is no more stacking check inside the port.

This problem is only applicable to WPE. It works perfectly with WPP.
