Multiple Corps in a battle?

I am little confused:

(1) What decides which Corps' General Officer will command the battle? (I have compared officer stats and that does not seem to be it.)

(2) Why do non-commanding generals sometimes contributes a CV % penalty to the battle and sometimes not? (I thought it might have something to do with not being in the same army, but that does not seem to be the case.)

PS: I am playing in a 1080p window, and have the manual open full screen on a 1600x1200 (secondary display). But knowing what search terms to put in to pull back an answer is not always obvious.

Hi Mark,

(1) The commanding HQ is the lowest in the AG-Army-Corps chain - if more than one at this level then the commanding HQ will be the one that has the most CV directly attached to it.

(2) If there are units involved in the combat that do not report to the commanding HQ then there will be a CV penalty - the normal one is a 10% penalty for a unit in a different corps but in the same army. There are higher penalties where the units are in different Armies/Army Groups/Fronts.

Not positive but I have noticed that some of the units that i have highlighted do not participate which generally means the odds I thought I had are not there :(

Probably not enough MPs to do a deliberate attack.
