USSR does not annex Baltic States?

It seems (at least on my end) that the USSR again does not annex the Baltic states.
The event looks like this in events.txt (from 1939 scenario):

But it doesn't seem to fire.
Anybody else see this old bug rearing its ugly head again??

Could it be that the 1939 events.txt (and therefore also the 1939 scn file) has reverted back to an earlier version by mistake with the recent patch?

Update 2:
I inserted the 1940 $Annex event in the 1939 scenario file and playtested it. It did the trick, Ussr now DID annex the Baltic states as intended.

Sort of. The $Annex event works, but the $ChangeTerritory doesn't. I think the $Annex event should have been in the 1939 events file, but Alvaro accidently put the (bugged) $ChangeTerritory in.

It does? That is odd, because in the events file for the 1939 small fleet I see the $ChangeTerritory event that does not work in the normal 1939 scenario.

There are two versions of the Baltic state event. That's odd, right. For me the Annex event worked, but the ChangeTerritory did not. But for you the ChangeTerritory did work? Weird...

Yes for me they both worked in May 40 and it is now Ussr controlled. It was not pbem You had me worried so I just did a hot seat and ended all the turns till I got to the event but I would think it would be the same
