As the devs have stated numerous times, zip the scenario and post the it so people can look at it. This looks like a database issue with a scenario. Also post the version you are using.

Hi Hamza99, i'm playing Niagara missile cris and had what seemed to be 100 + A/C doing various tasks loaded up the saved game and bam exact thing happen to me yesterday. I was getting the messages so fast and offend they would cover up my task manager window I couldnt end the game. resorted to just powering down the PC and it hasnt happen since.
