Open Africa lands not flipping

I'm playing as Allies. Axis chose not to allow Vichy France. Axis captured Sudan, Egypt, and all of North Africa (where France capitol moved to). When Axis captured these countries, all small settlements and open land flipped to Axis.

I have completely recaptured all of Africa but the open land/desert and small settlements (e.g. the 2 places in SW Eygpt) of said countries did not flip when recaptured.

Is this a glitch?

It's a difference between Surrendered and Liberated.
Its kinda tough for the Allies as when they liberate these countries they have to physically move through the hexes to retake them.

Perhaps something similar to this rule from GMT Games' "A World At War" would fix this issue:

29.31 ISOLATED POCKETS EVAPORATE: The moving player gains control of an enemy hex at the end of the post-combat supply determination segment of his player turn if the enemy hex:
A. Did not receive full or limited supply during the opponent’s previous player turn;
B. Was not occupied by or adjacent to an enemy ground, air, naval or SW unit, partisan, airbase, rocket base, bridgehead, railhead, port counter, fortress, fortification or IC at the start of the moving player's turn; and
C. Is adjacent to a supplied hex controlled by the moving player.

Basically, control of any isolated/unoccupied/unsupplied enemy hex would flip, if adjacent to one of your supplied hexes. After a few turns, isolated enemy hex "bubbles" would shrink and disappear.

Perhaps, some exceptions are required for this game.
