In our pbem game I have had Truk completely surrounded by having naval groups in all 6 surrounding hexes. However he has moved a single destroyer through one of my surrounding naval units in to Truk which I believe breaks the blockade. Since it is a port larger than 5 I can't intercept it and can only conduct naval air strikes but it has 6 AA.
Seems unrealistic to me that enemy naval groups can move through hexes that my naval groups occupy. I know that if a transport moves to a blockaded port they cannot land that turn which gives friendly naval groups one turn to conduct naval air strikes against it.
I would suggest either not allowing naval groups to ever enter a hex occupied by enemy naval groups or changing the rule so that a naval group in blockaded port does not break the blockade.

Moving one ship inside a port don't break the blockade. The friendly ship must be outside the port.
