[WAD] 1285.1 Can't unassign a ship told to go back to base

If you give a ship a Return to Base <B> order you can not unassign it.

You can do this with planes.

Filesave attached - see unit P 3121 in this example but it works with any scenario.

Also, once the unit is heading to base you can not assign it to a different base.

P 3121 and the others ships behaved as expected on my tests.
It is possible that you thought that you could not unassign the unit given the fact P 3121 is under bingo RTB.
Also I assume you wanted to reassign the ship to Mombasa, the latter is a valid facility but is damaged. A port needs to be operational to host a ship.

While everything is WAD, this behavior certainly lack feedbacks, we will improve this for one of the next build.

One question; with aircraft I can tell them not to RTB when reaching Bingo, but I didn't see that as an option with ships. Is there that option for ships somehwere?
