can i use construction to repair railways and if so how

Only FBD units in manual mode and RAD units in automatic mode can repair railways. The remaining construction units are not engaged in railway repairs.

How about railyard repair?

In the rules it just says:

"....but most can be used to speed the construction or repair of ports, factories, depots and airbases."

• Undocumented rule and adjustment – Units with the following text included in their names can repair rail damage:
Rail
Railway Construction
Engineer GS
R.A.D.
O.T.
RR Construction
A change was made so that units with “Railyard” in their name are now specifically excluded from repairing rail damage even though “Rail” is a part of Railyard. Before the change, some security units with Railyard in the name were repairing damaged rail.

Support units with these names are the ones that can repair rail damage.
All understanding comes after the fact.

Tony,

An important thing not mentioned was the units which are a CU of which there are (GC) 4 the Germans FBD and 4 for the Soviets (NKD?) are directed like normal CUs, but other SU type units mentioned above can be attached to an HQ. Attached to an HQ, they will fan out and repair rail on their own out to the distance of command range of the HQ. Thus, you can have some control over how far they roam if you assign to a corps, army, army group ... I find assignment to an army does a nice job of cleaning up single track rail without having them run to ridiculous locations on the map.

Disclaimer: I am no expert, but it just seemed to be a point which was not mentioned.

Not sure if anyone has answered your question yet.... but here goes...

You can assign construction engineers directly to a city to assist with repair, as shown below.

These units will assist with repair across all damaged industries in the hex with no priority given. (default)

Additionally, they can also be used to construct or improve Airbases in the hex.

If you want, you can spend an additional AP to focus or prioritize repair to a specific damaged industry (i.e. railyards).

In the following example provided, I do not have a priority set.
