It appears that with the latest patch the Siberians no longer come with winter ability

I just checked. You sure it's the 1941 scenario?

It has them. As does the 1940 scenario.

What version # do you have?

Also what version Matrix or Steam?

Siberians didn't come with the Winter ability in my '39 game through Steam. Game was started right after the 1.00.181 patch went out, but was patched manually with files provided here.

version 18.02, started after all the patch fiasco was resolved, Matrix

With steam uninstall and reinstall.

Checking in the editor, they all have the Winter specialty. Or, there is a bug in the editor.
