TOE Strength Incorrect

The TOE indicator is saying that the 73rd infantry division is at practically at full strength while it clearly is not. The division is missing 44% of its support squads.

This weirdness with TOE and actual manpower in the division can also be seen in the 1st RM Mnt Div and Front. RM ID where they also aren't close to the max TOE manpower count but are still displayed as full strength on its info card.

Support is not accounted for in TOE strenght, only combat-capable elements.
