5.0.0.10 (Debug). Germany Can't Get Petsamo RP to Factory.

3. Last Turn. (2) Nov/Dec 1939. USSR demanded Finnish borderlands, claim denied & Germany enforced peace during the peace step.
4. Current Turn, Finland neutral & remains unaligned to Germany.
5. Germany & USSR are NOT at war. USSR is neutral.
6. Unable to get Finnish RP at Petsamo to a German controlled factory.

Is this a bug?

Yes, I do. However, all Finnish controlled ports are iced in due to snow. Shouldn't they still be able to ship the RP through neutral Sweden?

Also, since Germany and the USSR are neutral, couldn't the RP just as well travel overland from Finland, through the USSR and then to Germany?

In WiF, a neutral major power is given the option of letting other major powers transport resources and build points through their country. MWiF deviates from this rule, and does not give the player the option to pick; instead, no powers on the other side may transport resources through their country (excepting mandatory trade agreements) and all powers on their side may.

Since this is way players always decide in WiF, this is a good deviation, speeding the game.

The special rule about transporting through Narvik only applies to the three Swedish resources, not the Finnish one, so the resource can't go through Narvik.

However, because that rule does not apply to the Petsamo resource, I don't see what is stopping the Finns from railing the resource to Stockholm, and then using the Baltic convoys to get it to Germany. (They can't rail it straight to Germany because of the two strait rule.)

So, given four German CPs in the Baltic, this looks to me like a bug.

Ok. That's it. Thanks! The bug I guess is then cosmetic. Showing the Finnish RP as German though Finland is now (again) neutral and unaligned.
