Recognition level determination

Hello,

I notice that some units are represented sometimes by an "unknown" counters and others by a counters of the type of unit revealed but without indication on their stats (strength, etc...). Does this mean that there are two types of recognition level determination (depending on the terrain) or should all be hidden? Thank you.
