Franco-Prussian war victory conditions

It seems to me far too easy for the Prussians to obtain a minor victory. In fact I'd go as far as to say it's impossible to win as the French against an opponent who has a decent grasp of mechanics. Strasbourg, Metz and Belfort are just way too far forward to defend without being totally run over by the superior quality and numbers of Prussians and once they've fallen, retaking them is impossible. I've played the scenario from both sides a couple of times now and the French simply cannot win in multiplayer barring a huge skill gap.

I'd like to suggest adding a couple of cities further back such as Verdun, Dijon or Chalons to the minor victory cities that the Prussians need as this scenario is currently a foregone conclusion.

Might this be the case if the Germans aim solely for a Minor Victory, i.e. if they go for Paris then they will have less troops available for capturing somewhere like Belfort?

I'm not necessarily against change, just want to assess the whole situation first.

It's not quite a forgone conclusion playing France and losing to a major or minor victory in a MP match. I am running one now against a skilled opponent playing Prussia/Germany and he is having some trouble. Don't want to give spoilers and we are still playing the campaign. Will be great for further analysis though when this match is done. Spoiler the French can bite back and hard.

Have played a couple of PBEM games, one from each side. One complete and one ongoing.
The Prussians have major advantages:
Better infantry
Better cavalry
Better artillery
Better HQs
Bigger army in the initial stages
Higher production over the course of the game
Plenty of time.

Both games took a similar course.
France attacks and takes the two objectives.
Then Prussia gradually takes over the map.
The French cannot stand and fight because with an equal exchange of units (and MMP losses have tended to be similar for both sides) the French will end up with none, giving the Prussians a free hand. So they have to retreat. This cedes territory and FS objectives to the Prussians so that by the time the French get their extra free units they will be at a production deficit and a severe FS disadvantage.

The first game ended an FS defeat before Paris was taken. Would expect similar for the second, or maybe Paris will fall first.
