UK Surrenders to...Japan??

In my current game playing as the Axis against the AI, Germany launched Operation Sea Lion in spring 1941 with moderate success; Germany eventually took London and the UK moved its government to Australia. Meanwhile, the Americans counter-attacked in Scotland, and the Germans had to fight a long war against them to wipe them out. By 1942, the Japanese were able to capture all the cities in southeast Australia, at which point the UK surrendered...and all British possessions became Japanese-owned, including London! This means that I am no longer able to reinforce German units in the UK; instead I have to ship them back to France or Germany and reinforce them there, then send them back to the UK. This is not practical while the entire American Atlantic Fleet is launching suicide attacks into the English Channel -- I eventually sunk all the American ships, but it takes several months to do so and in the meantime, there's nothing I can do to control my own waterways.

Fortunately, by the time Japan took Australia the war in Scotland was largely over, but if the USA had attacked more forcefully, or slightly later on, then I could have lost the game due to German-Japanese non-cooperation.

Is this intentional? If not, what's the best way to fix it? Should there be a script when the UK surrenders to Japan that gives certain territories to Germany, and vice versa when the UK surrenders to Germany? Should the UK be required to move its government to Canada after London falls instead of being given the option to move to Australia? Should Australia even be considered a minor power aligned with the UK, rather than its own major power? It seems to me like Australia is more important for the long-term course of the game than Poland. Yes, having Poland be its own major power helps make the reinforcement decisions on the first two turns of the game somewhat more realistic...but Britain could have sent a small amount of aid to Poland (especially fighters and pilots) via Romania if they really wanted to. Meanwhile, the game allows unlimited UK purchases of entire armies for Australia, but that's not realistic given how stretched their merchant shipping was and how far away Sydney was from London. I'd like to see Australia as its own major power that can have places like Dutch New Guinea and the Solomons as aligned minor powers.
