VVS in 1942?

So the National Air Morale for the Soviets through the summer of 1942 is absolute garbage and you won't really be able to train many air units above 48-49 exp in your reserve by Late Summer/ Early Autumn.

With that in mind, is there any point in using the air force during 1942 after you've lost your decently trained pilots or are you better off just saving your pilots and planes for when April 1943 hits and you can train them up properly?
