Not Used units.

Creating a scenario: if I do not want to use units or formations out of my OOB in my scenario, do I have to delete them?
Or can I leave them with their outside the map enter location? Or with a game turn after the end of the scenario?

No you don't need them, yes you can have them enter after the scenario ends. Out of bounds location might work, too.

Note that their equipment will impact the loss penalties.

Not true. The loss penalties are formed from all equipment in units in the scenario - on map or not. Otherwise, reinforcements would cause the loss penalties to drop.

Grumble grumble...

Well I knew there was something odd going on, so I did some tests and what was throwing me off was that the loss penalty is based on the total for both forces, rather than the total for each force, such that a large force has a higher potential for loss penalty than a smaller force (assuming equal loss tolerances).

Anyway, if you did have so many off-map units that it was throwing off your loss penalty, you could adjust the loss tolerance accordingly.

Not to mention how much they clutter up things when you are moving units. Units that contribute nothing to the events happening are redundant, historical or not. I have not found much use for the Axis CD guns that aren't based at a base with a port. So I tend to disband everything I don't need for my gameplay style. Actually I've been known to edit a scenario to delete all the useless units contained therein. Renaming it of course when I save it. And then I play that version. Much more fun ensues.

There is a non-zero chance that one of these Humvees will be "disbanded" upon contact with the ground:

If you're talking about Directive 21 etc. this is the right move. Otherwise, these units suck up replacements due to the pestilence effect.
