Nav bombers attacking port issue

Noticed this everytime, at first I figured it was something else throwing off the odds etc... but I realized something fishy is going on.

When you attack a ship in a port with TAC or Medium bombers you can do some serious damage to the ship.

HOWEVER

When a Nav bomber attacks a ship in a port it always seems to miss and do NO damage most of the time and occasionally do a little damage (like 1 point).

Any idea why this is happening and if the issue can be fixed in the editor or is it an exe issue?

Can you define Naval Bomber? Is this a Carrier set to Bombers attack mode?

I'm pretty sure he means land based Maritime bombers.
CVs set to bomber mode do significant damage to ships in port.

Hmm... I'm not really sure then as I just ran a test and a Maritime Bomber had a prediction of 3 damage versus a Battleship in Port and actually did 4 damage.

Lothos, perhaps if you have a saved game I could look at with the exact units in question and I might then be able to provide a better answer.
