_giveUnit.txt typos that I found:

//Vitebsk
$GiveUnit
if_Date=1/1/1941
xyControl=183,64,Axis

lifespan=tillTrigger

xyArea=188,76
xyArea=188,76
$End

xyArea is double and it should be xyArea=188,67 (which is Vitebsk)

//Dnepropetrovsk

This is fine. It selects an empty hex at or around the location
