Ghosts of the Pacific Blockading Question

Hi.
In my third MP hotseat match, after some hard naval actions against Chile, Peru had a vessel just off Pisagua Port on the raiding hex. Peru never lost Pisagua or its Port in combat against Chilean forces.
Yet, at the end of the turn, the raiding effect worked at Tarapaca which is Chilean controlled. This is fine as I am playing Peru/Bolivia in this one haha.

Still, since I own Pisagua... , why would my ship trigger this against the Chileans and supplies that probably are coming out of Iquique?
Note I know the 2 raid hexes at the bottom affect Iquique

Btw...My opponent toggled the units off for operational security reasons. This is the Chilean PoV. 😉

Some of the coastal blockade hexes affect inland towns too, for it to be fair to the owners of those towns I can only assign the blockade effect to coincide with the blockading of one port, else it's possible to blockade both ports and effectively double-count the blockade effect on that town. For Tarapaca I just happened to assign it to Pisagua and not Iquique.

The two ports are only 100km apart, not that far by steamship - I think it is fair to assume a blockade of one is to some degree effective at blockading both.

Side note, how does one actually pronounce Iquique?

Iquique would be pronounced Ee kee kay.
Some pretty interesting names down in Central America and South America.
