Why minor countries are not controlled by major countries HQ?

Manstein is around and is not commanding this Romulan unit. Why?

Because then what would be the point of minor country HQs. No one would use them ever. Anyways most players probably are using minors for holding positions or garrisons.

Some of the Roumanian army was under German command structure. For WP2, what do you think of introducing a command penalty if a general from another country in the same alliance is taking command?

And not Romulan, my universal translator was off.
