HQ Experience loss bug

Not sure this is a bug but an HQ experience goes down when reinforcing a unit under his command. However if you remove it from the command and then reinforce it will not effect the HQ

No other unit has this ability other than HQs so my thinking is no way to adjust that in the editor. If an HQ is going to loose experience when units are under its command and they take loses it should happen as soon as the losses take place and not only if the unit is reinforced.

Next time I play a game will try and replicate it. I noticed it when I made HQs max experience to 5.
