India remained in Japanese hands until the war's end (SEAC was all the time active), but in Australia no units appeared after recapturing Sydney and Melbourne in 1945. ANZAC was also never destroyed.
Only few RAAF squadrons were formed in Sydney, and some minor ships appeared in Sydney.
The manual is wrong I assume then.
Capt. Harlock is right that without those extra troops allies have a serious problem.
In some of older game versions (2.3 as I remember) the game was even more unfair, as Imperial GHQ or West Coast HQ reappeared at Tokyo / San Francisco turn by turn after those bases were captured and HQs destroyed.
It costed me few nice air squadrons that time, before I was amused to take enemy side for a while and move those HQs to other locations.
In 3.0 it was OK with Tokyo, so that is proably fixed now.
