No Return to Pearl Harbor

Has anyone created an edited scenario and then found that you cannot send ships back to Pearl Harbor from much needed repairs? They are stuck in the South Pacific and must eat up valuable resources being repaired at either Noumea or Brisbane or so some other base. This seems to be a rather hit or miss affair as some scenarios this doesn't occur while in others it does. Not exactly sure why. Anyone in the know?

Open your Scenario file with the Editor, and click the "Campaign Data" Button on the far right. That's where you'll find this.

If there is a "1" in the "Score for Damaged Ships" field (0=No, 1=Yes), then ships are not allowed back to PH/Japan.

Which scenario did you start with?
