Canadian and UK placement anomally after UK surrender

In 1946...the UKs NM dropped to 0. They surrendered. US forces in England moved right in to London and 'liberated' the UK. UK capital moved to Manchester. German paradrop takes Manchester.
UK capital moved to Ottawa as I decided earlier. A UK enclave formed at Ottawa, Canada and Victoria BC. No problems so far.
However, later, I had 4 Canadian units that I bought in the production que that were to arrive on the same date. When the time came, I could only place 1 Canadian unit in UK Ottawa, but no where else in Canada. The others had to wait their turn one at a time. On a whim, I bought a UK garrison to see what happens. Sure enough, I could place it in a variety of towns in eastern Canada.
Canadian units could only be placed in Ottawa but no where else in Canada.
South African, Malayan and other UK minors units could be placed in their normal placement areas.
Is this a bug or am I not understanding something here?

I see the issue, and will reduce the amount of terrain that transfers to the UK in this instance so that the area around Ottawa remains Canadian. The UK capital itself is Toronto, and the rest of the territory is also now British.

Ah ha Toronto is new UK capital. Ok thanks for the explanation and a future fix.
