Variable Initiative

Can someone explain the purpose of Variable Initiative and why it's not included in Hotseat nor PBEM, please.

When you are strategically on the defensive and it swings in your favor what's the best way to keep it?
If you're STILL making Panzer IIs after seeing your first T-34... you're probably going to lose.

I believe that Variable Initiative was an attempt to balance out the perceived benefit of moving first. Also, it adds a bit of Fog of War to games against the PO. As for hot seat games, I thought it always has been a player selectable option.

what's the best way to keep it?
In large part it has to do with comparing the number of units and the amount of left over movement points of each side. It is not easy to manually manipulate.

In scenarios that are fairly evenly matched, it is not uncommon for this feature to cause each side to have two turns consecutively, sometimes for extended periods.

Variable Initiative is an option that can be turned OFF.
