[1.20] IndexOutOfBoundException upon turnstart

No idea what's the cause for that one, and I don't know the game's code well enough to parse the stacktrace freeform. So I'll just dump the savegame here.

Steps to reproduce:
- Load autosave
- End Turn
- Press "Start Turn" after the AI finishes taking it's turn


Reloading an autosave one turn earlier did not recreate the same issue.

Apologies and thanks for the save file.

I am on it!

This was caused by playing Resource Stratagem.

Current new release version 120h (update if you are not there) already fixes this, but only if you use that version to play the Stratagem.

Expect a new open beta version 120i very soon that will also fix your savefile when you load it with it.
